• The property, currently known as The Heritage at Old Town, is located in Alexandria, Virginia, bound by Wolfe Street, S Columbus Street, and S Patrick Street. The property is in a residential community with townhomes to the north, the Old Town West Apartments on the east, and the Old Town West Apartments on the south.

    The property contains 4.76 acres of land spread across three blocks, known as in the City of Alexandria’s land records as Block 1, Block 2, and Block 4. The garden-style buildings are located in Block 1 and Block 4, while the midrise building is located in Block 2.

    The Heritage at Old Town currently has 12 garden-style buildings containing 144 units and one midrise building containing 100 units, which collectively make up 244 apartments.

  • The development of Block 4 is the first phase and will include 310 apartment homes with more than 14,000 square feet of amenity space. The building will have rooftop terraces, a courtyard pool and two levels of below-grade parking.

    In future PHASE 2 at Block 1, JLREP will complete the construction of 288 apartment homes along with 8,000 square feet of amenity space. The building will have rooftop terraces, expansive outdoor areas and two levels of below-grade parking. 

    In the final PHASE 3, JLREP will complete Block 2 and the eastern interim portion of the Wilkes Street Public Park. The park will be finalized on the eastern side by the future Block 3 Developer.

  • According to historical research, previous improvements at the property included a railway, a railyard that housed various industrial uses, and an automotive repair facility. By the 1970s, these facilities closed and were removed from the site. The property was developed with the current residential improvements in 1976 and 1977, currently known as The Heritage at Old Town apartments.

  • The new apartment buildings will have new names, to be determined.

  • The Heritage Redevelopment will have two levels of below grade parking under each building. Block 4 will contain 292 spaces and Block 1 will have 289 spaces. This equates a parking ratio of 0.97.

  • The project timeline has been extended due to permitting impacts. The redevelopment timeline is updated as follows:

  • In accordance with the federal Housing Assistance Program ("HAP"), 140 apartments of the newly built 598 will be targeted for the HAP-eligible families who previously lived at The Heritage at Old Town, and these apartments will be interspersed throughout the two new buildings. An additional 10 apartments will be targeted toward families eligible for the Housing Choice Voucher Program.

  • Monday – Friday: 7am – 6pm

    Saturday: 9am – 6 pm

  • The construction workforce will be directed to use public transportation or utilize public parking facilities in the area. In addition, Block 1 will be used for construction parking, some materials storage and staging.

  • Demolition activities will cause intermittent closure to the sidewalk on the west side of Alfred Street. The sidewalk on the east side of Alfred Street will not be affected. Pedestrians will be provided a sidewalk detour path via marked crosswalks. There are no anticipated roadway or lane adjustments required throughout the demolition work.
